Default Question about reducing image size

Whats the best way to do so

When I use microsoft paint and save as a JPEG file sometimes it goes under 300kb
and sometimes it doesnt and I keep open resave and the file size doesnt change

whats a way to reduce the file size like a 4MB picture to under 300kb?

I dont know how but like rapidshare the file hosting
it allows you to put in another web address to add the file to their site
they call it remote upload
iis it possible on this site
cause I can upload on like photobucket and somehow get it to upload on here through a "remote upload"?

I don't use anything fancy, just microsoft office image editor, then i click on edit image and percent it down until it fits. this works for me. i'm sure there are some out there that have a bunch of fancy equipment, but it can get expensive.

I have heard about using a site like photobucket and imageshack
which automatically resize for you the size but its like a 1Mb size

this site should have a feature that dose this or maybe im unaware of it
